FEBRUARY 15, 2022
City Council adopted Resolution No. 202-21 to submit for voter consideration a local half-cent transactions and use tax (sales tax) ballot measure.
JUNE 7, 2022
Torrance voters approved Measure SST enacting a half-cent transactions and use tax (sales tax) on goods and merchandise (excluding groceries and prescription medications) sold in Torrance.
JULY 12, 2022
City Council approved the creation of the Measure SST fund, a sub-fund of the City’s General Fund, to separately track all revenues and expenditures in compliance with the annual independent financial audit provision outlined in the ballot measure.
CITIZENS’ OVERSIGHT
COMMITTEE
The City Council appointed members to the Measure SST Citizens’ Oversight Committee on April 11, 2023. The Measure SST Citizens’ Oversight Committee ensures accountability for spending activity in the Measure SST Fund as set forth by the City Council. This Committee meets three times a year. The Torrance City Council determines how Measure SST funds are allocated under the funding priorities.

We’re just not maintaining public safety; we’re actively enhancing the quality of life for every resident in Torrance. We’ve saved eight firefighter positions. As a result, our emergency response remains swift and effective. During the first half of FY23, the Torrance Fire Department staffed ambulances transported 20% more (4,699) patients than during the first half of FY22 (3,932).
